What they mean is that when you're just starting out you will write a lot of fine grained unit tests to get going, e.g against the domain layer. +Once you're at the point that you have encapsulated all use cases in a nice service layer, you can move all the specific domain tests to the service layer. This makes it easier to make modifications to the domain model. +If then you really need to make big changes, you write fine grained unit tests for those again, until you've encapsulated them in the service layer.
