Zettelkasten is not very nice to use for TODO's because it is designed to store long term knowledge. While todo's are fleeting and time sensitive. Storing them in a Zettelkasten consumes unnecessarily much time. 
I will prefer to use TaskWarrior for this purpose and split tasks/todo's into seperate programs.
